A British director and producer whose career began in the 1960s, Baxter worked predominantly in television and an early notable credit came directing the TV movie Carry on Christmas (1969). He served as a producer and director on multiple episodes of shows including In Loving Memory (1974-1977) and Rising Damp (1969-1986).
